Values & Vision

Starr's approach is rooted in seeking to understand the diverse needs of Garden City. She is committed to listening to the community, devising strategies, and implementing policies that enhance the well-being of all residents.

Here's how her vision unfolds:

Preserving Neighborhood Integrity While Fostering Sustainable Growth

Starr is committed to preserving the distinctive qualities of our neighborhoods while fostering opportunities for sustainable growth. As a Planning and Zoning Commissioner, Starr diligently reviews each public testimonial she receives, recognizing the importance of community members' insights and ideas.

Garden City Urban Renewal

It's been many years since Garden City had a council member from the East End, and that’s due for change! While Starr is committed to representing all Garden City residents, the growing East End deserves a representative who resides in the area. Having lived there for over 20 years, Starr is enthusiastic about engaging in upcoming urban renewal projects aimed at improving infrastructure, fostering economic growth, enhancing mobility and safety, and creating beautiful open spaces for a better quality of life.

Advocating for a Safe Community for All

Starr brings more than 25 years of combined experience working in prevention and services related to domestic violence, sexual assault, human trafficking, and youth suicide. She has also overseen multiple statewide programs focused on mental health and substance use disorders. As a service provider, Starr recognizes and appreciates the role first responders play in safeguarding the community. Being both a mother and daughter of wildland firefighters, she has a deep appreciation for all first responders and their families.

Promoting Civic Engagement

Starr encourages residents to take an active role in shaping the livability and sustainability of Garden City. Civic engagement is fundamental to building strong communities, which is one reason why she champions the Garden City Public Library as a means to keep citizens educated and engaged. She also cherishes the library as one of her earliest loves from childhood.
